ci: don't fail fork PRs on the LLM cost comment - #2160

The cost analysis job failed on every fork PR ("Resource not accessible
by integration"): fork PRs get a read-only token and the action posts a
PR comment. Mark the job continue-on-error for forks only, so the
analysis still runs and a fork PR's checks reflect its tests.
