Raise the API cap to 20260924 (8.6.0RC2) and add 8.6 to the CI matrix. None of the APIs removed in 8.6 are used, so nothing else changes.

Raises the API cap to 20260924 (8.6.0RC2) and adds 8.6 to the CI matrix. None of the APIs removed in 8.6 are used, so nothing else needs to change.
CI on my fork (https://github.com/stathis/php-spx/actions/runs/36445726834): 8.6 builds and passes all tests on linux gcc (PHP 8.6.0-dev 77d4c7f) and macos clang, same as 8.5. The debian jobs fail on every version because bullseye-security is gone from deb.debian.org, and setup-php currently can't install 8.2 to 8.5 on macos-15. Both unrelated to this change.
The v0.5 branch needs the same two lines.
