"Revert to default" operation in skin editor is not atomic with respect to undo #22562

Bug description

1. Enter skin editor
2. Customise layout in arbitrary fashion
3. Press "File" -> "Revert to default"
4. Undo once
5. Notice that all skin elements are gone
6. Undo again
7. Notice that the pre-revert layout was restored only now
